Quanzhou will make its debut in the Xiamen Three Zones Comprehensive Bonded Port Area in the middle of this year and strive to establish a dedicated freight port for Taiwan

The integration of Xiamen Dongdu Port Area, Xiangyu Bonded Zone and Xiangyu Bonded Logistics Park into one is being accelerated. The Xiamen Comprehensive Bonded Port Area, covering an area of about 3 square kilometers, is expected to make its debut in June. It will enable Xiamen Port to have the policy advantages of a bonded port area and better connect with the Kaohsiung Free Trade Port Area in Taiwan.

A responsible person from the Xiamen Xiangyu Bonded Zone Management Committee said that the Xiamen Comprehensive Bonded Port Area formed after the integration of the three zones has about 3 kilometers of shoreline in the Dongdu Wharf area and a bonded port area of 3 square kilometers.

According to the transformation model of bonded zones proposed by the General Administration of Customs, this unique area will develop into a comprehensive bonded zone with highly concentrated logistics on the west coast of the Taiwan Strait. The target plan is as follows: Unify the area: Activate the three major customs checkpoints that have been built in Dongdu Port Area, making the three zones a closed area with effective customs supervision. Unified policy: Implement policies related to customs, taxation, foreign exchange, trade and industry in accordance with the standards of bonded port areas; Unified functions: Endow bonded port areas with functions such as bonded processing, bonded logistics, and port customs clearance; Unified supervision: Supervision is carried out by one customs in accordance with the relevant management measures and operating procedures of the bonded port area.

Truly connect with the sea port and the airport

At present, all non-bonded container storage businesses within the zone have been relocated to the second phase of the bonded zone. The Dongdu Port Area Centralized Inspection Center, an important supporting project for the integration of the three zones, covering an area of approximately 30,000 square meters, is under intense construction and is scheduled to be completed and put into use by the end of June this year as planned. In addition, the Xiamen International Logistics Center, with an investment of 800 million yuan and an area of 150,000 square meters, started construction in May last year and is scheduled to be put into use in 2009. At that time, all the joint inspection units at Dongdu Port and all the institutions stationed in the park will operate under the same location. The logistics supporting industries such as finance, insurance, freight forwarders, shipping agencies and customs brokers will also move in collectively, providing enterprises with "one-stop" convenient customs clearance services.

Last year, Xiangyu pioneered the "picking up goods and entering the zone based on the manifest" model among national bonded logistics parks. The park became the destination designated by the manifest, and the park's customs had the authority to modify the manifest. After the goods were counted upon entry into the warehouse, they were declared. The "comprehensive bonded port area" was truly linked with seaports and airports. This move paved the way for the park to carry out businesses such as container consolidation, international transshipment, and international distribution.
