Taking Qingdao Port as the leading force, optimize the port structure, integrate port and shipping resources, accelerate the construction of port public infrastructure and large-scale, specialized terminals, cultivate a large port group with international competitiveness, and form an international shipping comprehensive hub in Northeast Asia with Qingdao Port as the core, Yantai Port and Rizhao Port as the backbone, and Weihai Port, Weifang Port, Dongying Port, Binzhou Port and Laizhou Port as the support. Qingdao Port is to be built into a modern comprehensive large port and an international shipping hub port in Northeast Asia. Yantai Port should further consolidate and enhance its status as a regional port for the import and export of energy and raw materials, a passenger and cargo roll-on/roll-off transportation center in the Bohai Strait, an important node of the land-sea railway corridor, and a significant container feeder port in northern China, and develop into a modern large-scale port in the Bohai Rim region. Rizhao Port aims to enhance its status as a port for bulk cargo and oil products, further expand its container business, and serve the transshipment, storage and transportation of bulk cargo as well as container feeder transportation. Weihai Port is to be built into a container feeding port in the Bohai Rim region and an important port facing Japan and South Korea. Dongying Port, Weifang Port, Binzhou Port and Laizhou Port Area of Yantai Port should, in accordance with the functional positioning determined in the "Development Plan for the Yellow River Delta Efficient Ecological Economic Zone", improve their functions, enhance their handling capacity and form a well-defined port cluster in the Yellow River Delta.
