Dalian will vigorously promote the construction of a shipping center with 8 billion yuan

On the 13th, Dalian City held a meeting on port and shipping as well as large-scale customs clearance. This year, Dalian City will continue to vigorously promote the construction of a shipping center. A number of important port infrastructure projects will be initiated or completed. This year, Dalian City plans to invest 8 billion yuan in fixed assets of port and shipping ports, add 9 new port berths, increase the port's handling capacity by 15.52 million tons, and reach a port throughput of 242 million tons. The container throughput was 4.5 million TEUs. Vice Mayor Dai Yulin of Dalian attended the meeting and delivered a speech.

In terms of port infrastructure, Dalian will fully launch the onshore relocation project for the development of the north bank of Dayaowan and the new 300,000-ton crude oil terminal project this year. It will also accelerate the construction of the second and third phases of the Dayaowan container terminal and the international Cruise Center in the East Port Area, and advance the preparatory work for the construction of the specialized deep-water terminal on Changxing Island. The construction of public infrastructure such as waterways and breakwaters in the two core port areas of Dayaowan and Changxing Island has been basically completed. Carry out the capacity expansion and renovation of the Changxing Island Railway and the Dalianwan Railway, as well as the construction of the railway container center station and other transportation systems.

In accordance with the overall layout of "one center and six regions", Dalian City will accelerate the construction of port inspection facilities at Dalian Bay, Dayaowan, Changxing Island and Lushun New Port. We will ensure the commencement of the airport bonded logistics park and the third-phase expansion project of the airport. We will also fully support the construction of land-to-island terminals and small and medium-sized port stations.

In terms of airports, Dalian City will actively open up multiple domestic and international routes this year. By taking advantage of the gradual opening of China's air rights to Japan, South Korea and Russia, it will strive to open routes to Nagasaki, Japan, Moscow, Russia, etc., and restore the route to Jeju, South Korea. With the opening of the new terminal building of Beijing Airport, routes to Europe and the Middle East via Beijing have been launched. Adopt the flight code-sharing approach to open air routes from Guangzhou to Southeast Asian countries. Continue to improve the construction of the "three major channels" in the north and south, southwest and northwest of the country, with a focus on increasing the flight density in central hub cities and hot cities such as Beijing, Shanghai and Guangzhou, build a regional aviation network centered on Dalian, and develop air tourism hotlines in Southwest and Northwest regions. Complete the resumption of operations at Changhai Airport. Dalian Airport will also make preparations for the Olympic alternate airport and the Olympic torch relay airport.

Last year, the construction of the shipping center in Dalian was fully advanced. In 2007, 7 billion yuan was invested in port infrastructure, 12 new production berths were added, and the annual handling capacity increased by 14 million tons. After two years of arduous efforts, the three 50,000 to 70,000-ton berths in the Changxing Island Public Port Area were completed and put into operation ahead of schedule. The public channel, rear storage yard, and port roads were all finished. The north breakwater project was advancing rapidly. Dalian now has a deep-water combined port along the Bohai coast. The functions of Changxing Island, such as port-related, loading and unloading, storage and transportation, and industrial logistics, have been fully exerted. It has attracted international large enterprises such as South Korea's STX, Singapore's Wanbang and COSCO to settle in Changxing Island, comprehensively promoting the construction of the "Five Points and One Line" coastal economic belt in Liaoning Province.

In addition, the construction of large-scale specialized berths such as the second and third phases of Dayaowan and the Zhuanghe Power Plant Wharf is progressing smoothly. The reconstruction and expansion project of Dayaowan Waterway has cumulatively dredged 4.62 million cubic meters, and the dredging project on the north bank has completed 14.65 million cubic meters. The main body of the north breakwater has been formed and is ready for protection. The Jinyao double-track electrified railway has been fully operational, adding 48 million tons of railway transportation capacity to the Dayaowan Port. The construction of the Dayaowan Railway Container Center Station has started, and the preparatory work for the capacity upgrading of the Dalianwan Railway and the Changxing Island Railway project has been basically completed.

The "Big Customs Clearance" construction in Dalian has achieved remarkable results. Currently, the customs clearance efficiency at the port has significantly improved. The import time of the container customs clearance process survey sample is 7 hours and 40 minutes, and the export time is 6 hours and 10 minutes, reducing the time limits by 45% and 38% respectively compared with 2002.

At the meeting, the Dalian Municipal Government also signed a framework agreement on jointly building a harmonious port with Dalian Customs, Liaoning Entry-Exit Inspection and Quarantine Bureau, Liaoning Maritime Safety Administration, Dalian Border Inspection General Station and other units.
