This year, Dalian City will continue to vigorously promote the construction of a shipping center. A number of important port infrastructure projects will be initiated or completed. This year, Dalian City plans to invest 8 billion yuan in fixed assets of port and shipping ports, add 9 new port berths, increase the port's handling capacity by 15.52 million tons, and reach a port throughput of 242 million tons. In terms of port infrastructure, Dalian will fully launch the onshore relocation project for the development of the north bank of Dayaowan and the new 300,000-ton crude oil terminal project this year. The functions of Changxing Island, such as port-related, loading and unloading, storage and transportation, and industrial logistics, have been fully exerted. The Jinyao double-track electrified railway has been fully operational, adding 48 million tons of railway transportation capacity to the Dayaowan Port. The construction of the Dayaowan Railway Container Center Station has started, and the preparatory work for the capacity upgrading of the Dalianwan Railway and the Changxing Island Railway project has been basically completed.
The "Big Customs Clearance" construction in Dalian has achieved remarkable results. Currently, the customs clearance efficiency at the port has significantly improved. The import time of the container customs clearance process survey sample is 7 hours and 40 minutes, and the export time is 6 hours and 10 minutes, reducing the time limits by 45% and 38% respectively compared with 2002.
